LG law will be reintroduced in next PPP govt: minister

HYDERABAD, Feb 28: PPP leader and Sindh Local Government Minister Agha Siraj Durrani has said that consultation over the naming of the caretaker chief minister will begin after the issuance of the notification of the leader of the opposition who has to be from the Muttahida Qaumi Movement (MQM) because it has a majority in Sindh Assembly as far as the opposition is concerned.

`The PPP will form the next government in Sindh and it will take up the [LG] law again after seeking proposals from people,` he said.

He was talking to journalists after inaugurating the regional directorate of the Sindh Building Control Authority (SBCA) at the Civic Centre on Thursday night.

SBCA Hyderabad region Director Tazmir Asim and Director-General Ghulam Qadir Kaka, and Hyderabad Development Authority (HDA) Director-General Ghulam Mohammad Kaimkhani were present on the occasion.

He said the local government department had created the SBCA to provide better facilities to people and the authority now covered entire Sindh through its regional offices.

He said that the SBCA created in 1979 had remained restricted to Karachi alone and construction in other cities continued unregulated.

Now no illegal construction would take place and all constructions would be regulated through the law. A committee of senior architects had identified areas like seafront in Karachi as high density development zone, he said, adding that the committee had recommended different roads and areas to be treated as high density development areas.

He said the notification for the leader of opposition was under process. `Those having majority have the right to get the post of the leader of opposition and since the MQM has the majority so they must get the slot,` he said.

About the recent bomb blasts in Sindh, he said they had been aimed at destabilising the government. But the PPP would sweep the polls in elections to form its government because people would give the party their mandate after judging its performance.

Repeal of SPLGA He said the PPP had always tried to come up to expectations of people. The LG law was enacted but a wrong perception had been created against it and the common man had been misguided. Therefore, the government had decided not to go against aspirations of people.

`It was challenged in the Supreme Court and observations of the court indicated that there is something wrong in the law so we decided to do away with it [LG law],` he said. The next elections were round the corner and after two weeks assemblies would be dissolved and the PPP would take up the law again after taking suggestions from people. The SPLGA 2012 had been repealed because people had reservations over it and they had rejected it. `It will be future government and allies which will decidehow to go about it,` he said.

He said that sacking workers was not the PPP`s policy, it was only the Nawaz Sharif government that had dismissed people from jobs.

Even now Sharif was making statements that he would retrench workers whenever he came to power, he added. The PPP had given rights to people. The government had decided to table a bill in Sindh Assembly for regularisation of all temporary workers who were working in different government departments of Sindh. It needed approval of schedule of new establishment (SNE), he said.

Sindh governor He hailed return of the Sindh governor. `I have worked with him for five years. He is a balanced and fantastic governor of Sindh. He has created history and he believes in getting along with all. I trust him that he will keep working for betterment of Sindh,` he said. The governor was a representative of the President to monitor performance of the government.

Opponents always created perceptions. `But realities remain different and the perceptions are wrong,` he said.

Anti-PPP alliance He said anti-PPP alliances had been formed many times. `You can read history and remember the past elections. You should study the Asghar Khan case and those who had formed alliances, but they were defeated,`he said. Now those forces were with Nawaz Sharif, but people of Sindh were aware of the realities. `Nawaz Sharif is the biggest supporter of Kalabagh Dam,` he said.

The PPP had got majority in the assembly and the MQM came second, he said, adding that Nawaz Sharif had `captured` those who had failed to get themselves elected as union council members. If they had joined hands with Nawaz Sharif and if he considered them majority then he would know reality in the elections.

He admitted that frequent transfers and postings of the DG HDA had been made in the past several months. In fact, there were certain orders of the court. `I will definitely take action as per party policy against those PPP activists who stormed the DG offices and misbehaved with my officers. I have reported the matter to the chief minister. Threatening officers is against party policy,` he said.

If PPP workers had any grievances against officers, they should have complained against them, he said. `But I will never tolerate that they should threaten or harass my officers,` he declared. He vowed to protect officers and take action against the responsible party activists.

About a public sector university in Hyderabad, he said that when a unanimous resolution had been adopted, it reflected the will of the people. `Session of Sindh Assembly is under way and many things will come before it for consideration. We want the session to continue till March 15 so that anything which is desired by people could be done,` he said.
