Parliamentary body to call PM secretary in daily wage teachers case

By Ikram Junaidi 2017-02-02
ISLAMABAD: The Senate Standing Committee on Cabinet Secretariat on Wednesday decided to call Fawad Hasan Fawad, the secretary to the prime minister, and other top government officials to address the issue of daily wage teachers.

In 2011, the then prime minister, Syed Yousuf Raza Gilani, had announced that all teachers working on contracts and on daily wage will be regularised. A regularisation committee was formed, which started with the process of regularisation as well.

The process was stopped after the PPP government completed its term, with the services of some teachers being regularised but not of others. Those teachers whose services have not been regularised have exhausted all ef forts for gettingthe status of permanent employees.

Last year on May 17, members of the parliamentary committee had staged a walkout in support of the daily wage teachers after which Minister of Capital Administration and Development Division (CADD) Dr Tariq Fazal Chaudhry on May 24 attended a meeting and assured members that the issue will be addressed in three weeks, a promise which is yet to be kept.

The teachers have noteven been paid their salaries for three months.

The committee chairman, Senator Talha Mehmood, said teachers had a prestigious status in the society and that it was unfortunate that the government was not serious in regularising the services of the daily wage teachers who work under the Federal Directorate of Education.

`The matter is being delayed deliberately. The employees of a number of departments have been regularised but not teachers,` he said.

A member of the committee, Kalsoom Parveen, said the CADD minister was yet to make good on the promise he made. The solution to the problem is simple, she said, adding that the services of those who are qualified and those who fulfill the requirements should be regularised because they are trained and experienced teachers. The committee members suggested the government pay the salaries of daily wage teachers at the earliest as not doing so is a violation of basic human rights.

Gun and Country Club Discussing the Gun and Country Club (GCC), Senator Talha Mehmood said the committee will look into the issue of the club management terminating the services of some employees.

The committee directed the club management to provide details of its accounts from 2002 to 2016.

Over 100 GCC employees have been protesting against club administrator Daniyal Aziz, secretary Ather Rauf Bhatti and the club management.

The employees also sent a number of applications to the presidency, the CADD ministry and other departments. They also submitted an application for an FIR with the Aabpara police. When an FIR was not registered, the employees went to the courts.

The GCC management, on the other hand, has denied the allegations and said some of the employees were pressurising them with protests.
