The university, with the approval of the government, could open and administer a sub-campus 10 years after the passage of the law. All properties, owned or pos-sessed, and all rights and interests held or enjoyed by and all liabilities subsisting against the Government College of Home Economics would stand transferred to the university.

All government employees, regular or on contracts, serving the college would be considered on deputation with the university with the passage of the law. But they would not be entitled to any deputation allowance.

Subject to the criteria notified by the university, such employees could, within a year of the passage of the law, opt for absorption in the university. This would be a one-time option.

With jurisdiction all over the province, the fullfledged university would have powers to admit any college or other educational institution to its privileges or without such privileges, and affiliate or disaffiliate a college or any other educational institution in the prescribed manner.
