Teacher awaits posting despite court, CM orders

JHANG: Punjab Schools Education Department Secretary Abdul Jabbar Shaheen summoned has the Jhang executive education officer (EDO) on a complaint by a schoolteacher for not allowing her to join the job at a school near her home.

Aziz Aliya was selected a Urdu subject specialist under a Punjab Public Service Commission (PPSC) examination and was to be posted at the Government Girls Higher Secondary School, Ahmedpur Sial.

She approached the education authorities to get posting at the Government Girls Higher Secondary School, Wasso Astna, Athhara Hazari, under readjustment arrangement against a vacant post.

EDO Nasim Ahmed Zahid, however, did not comply with the orders.

Ms Aliya approached theLahore High Court seeking posting at the Wasso Astna school. The schools secretary onSept290rderedthe verification of the vacancy from the EDO. Though the EDO verified the vacant post but wanted to post some other teacher at the school. Justice Shujaat Ali Khan ordered on Oct 14 the schools secretary to settle the case in accordance with the law and in 10 days.

On Oct 19, the secretary ordered the posting of Ms Aliya but School Principal Abida Maqbool refused her joining, saying that she would only proceed the joining report after the EDO permission.

Ms Maqbool said Farzana Hameed, teacher of the Government Girls Higher Secondary School, Bhowana in Chiniot, had succeeded to get inter-district transfer orders from the director of the public instructions of the Punjab secondary education. The fact is Ms Hameed was appointed on contract withnon-transferable service for five years.

When asked that as per rules, a BS-17 teacher`s transfer and posting could not be issued without a noobjection certificate (NOC) of the executive district officer as well as the schools secretary and the teacher in question had no such NOC, she said that she was awaiting directions of theEDO.

EDO Zahid cited the public instructions director`s orders in favour of the Bhawana teacher as hurdle in the posting of Ms Aliya.

Sources say the Punjab chief minister`s directive issued on Oct 18 had also approved the posting of PPSC-qualified candidate for the Wasoo Astana school, but to no avail.

Private Secretary to the schools secretary, Khalil Baloch, said the complaint regarding non compliance of the posting orders of the secretary was being perused.
