APROPOS Rukhsana Shah`s article `Governance woes`. Laying the onus of governance failure solely on the bureaucracy is wrong and wide off the mark.

The comparison made by the writer between the bureaucrats of the `60s and the present lot is not sound considering the changes in the sociological, political and economical facets of today`s Pakistan.

Isolating today`s bureaucracy from the past and stigmatising the contemporary lot for all the ills befalling the present-day Pakistan is unjust. Undoubtedly, the bureaucrats take alarger stake ofthe blame, but the political elite, civil society, judiciary and military also have a fair share in it.
