Schools without permanent staffhe managers of educational institutions appear to be opening new educational institutions without doing their homework; five new colleges have been established over the last six years, and all of them are operating without permanent stuff or budgets.

The Federal Government (FG) Degree College Bhara Kahu is the latest addition, and was recently opened without a permanent staff or budget.

Borrowed employees have been posted to these aforementioned institutions from seven other FG colleges that are already understaffed, with more than 60 vacancies. Sources said the transfers were made from already functional coIIeges, largely without the consent of concerned principals.

`One can judge the efficiency of the officials of the FDE and the CADD ministry from the fact that the FG girls colleges I-8 and 1-14, which were inaugurated some six years ago, are still waiting for permanent staff and budgets,` an official from the Federal Directorate of Education (FDE) said.

The official said that while three colleges were already waiting for the approval of their PC-4 (permanent staff and budget), the government opened two new colleges the Degree College for Boys Sihala and the Degree College for Girls Bhara Kahu this year without permanent employees.

Prof Sagheer Mirani, the president of the FG Colleges Teachers Association commended the authorities for opening new educational institutions, but added that new institutions should not come `at the cost of older ones`.

He said the `cannibalisation of one successful institution to ensure the success of another` should end, and all five colleges should be provided permanent staff without any further delays.

FG Colleges Director Zulfikar Rao admitted that five colleges are operating without their PC-4, but added that the FDE`s planning wing, the concerned department in this regard, is working to get the PC-4 approved.
