`A goal too far`

APROPOS Nargis Sethi`s article `A goal too far?` (Oct 12). It is strange that the author has put all the responsibility for not achieving MDGs on the provincial governments in the wake of the 18th amendment. This seems typical of a bureaucrat.

The implementation of MDGs ensued in 2001 and till 2012, and when the 18th amendment actually took effect it was the federal government that was responsible for implementation. Thus the onus was on Islamabad to coordinate with the provincial governments and monitor their progress according to a central policy which was never developed.

The federal government did not seriously do this job and instead the policy and institutionalisation on the MDGs remained a victim of administrative neglect at the level of the Planning Division.

Needless to posit here that it is the federal government`s undiluted responsibility to coordinate with the provincial governments to report on all international obligations irrespective of devolution.
