Request to cancel curriculum wing`s transfer lands CADD in trouble

ISLAMABAD: The Capital Administration and Development Division`s (CAAD) appeal to the prime minister to cancel curriculum wing`s transfer to the Ministry of Federal Education and Professional Training has landed it in trouble.

Prime Minister Nawaz Sharif ordered Secretary CADD to fix the responsibility for the delay in complying with his orders, Dawn has learnt.

`Yes, our request has beenrejected and we were directed to fix the responsibility for the delay in transferring the wing,` said Qaisar Majeed Malik, additional secretary, CADD.

In December last year, Prime Minister Nawaz Sharif on the request of the education ministry, had approved transfer of curriculum wing to the ministry.

However, CADD, which is supposed to look after the affairs of 422educationalinstitutions ofthe federal capital, through a summary last month requested the prime minister to review his decision.

In the summary, CADD had pleaded to keep the curriculum wing to enable it to perform its statutory functions of developing curriculum and evaluation procedures including approval of syllabus and textbooks for ICT basededucational institutions as envisaged in the Right to Free and Compulsory Education Act,2012.

The sources said that on Tuesday the prime minister office returned the summary to the CADD.

`In our summary, we had also requested the prime minister to allow the ministry of education to establish the national curriculum council in the line with the recommendations of the conference of provincial education ministers, said a senior official of the CADD.

He said there was no delay in transfer of curriculum wing and the CADD officials had already discussed the transfer of the wing with the official of education ministry.

The official said the CADD would comply with the prime minister`s new directive.However, he said the CADD would establish its own curriculum wing.

The official said after education was devolved to the provinces under 18th Amendment, the CADD was established to look after the affairs of leftover divisions and departments and the wing was one of the departments.

Before the passage of the 18th Amendment in 2010 the wing was partofthe defunctfederaleducation ministry.

After the amendment its control was given to the CADD, which is mandated to look after education and health in the federal capital.

But, in December, its control was given to Ministry of Federal Education and Professional Training, which was established in 2011.
