What is needed to improve the quality of university teachers and PhDs is the improvement in the procedure for initial recruitment and selection of teachers and PhD scholars.
PhD must be made compulsory for entry as lecturer while clearing GR E must be made essential for admission to PhD.
At present the HEC is overburdened with a variety of tasks and cannot properly focus on the researchoutputin the country. The portfolio of research is very important and it ought to be assigned to independently-formed research councils for various disciplines headed by eminent researchers.
