Appointments to key offices at women`s university in violation of rules

RAWALPINDI: In violation of its own rules Fatima Jinnah Women University (FJWU) is being run on ad hoc arrangements.

Sources in the FJWU said three positions registrar, treasurer and controller examination are vacant for a long time.

It was alleged that the vice-chancellor, Dr Samina Amin Qadir, had not taken up the issue with the Punjab governor, who is the chancellor, and instead had appointed two retired educationists to the offices of treasurer and registrar.

The VC was accused of using delaying tactics in constituting a committee to shortlist suitable candidates for each post, who will then be selected by the chancellor.

Dr Samina Amin Qadir retorted that she fil-led the two posts as stopgap arrangements in the greater interest of the university. She said she had nothing to do with the delay in forming a search committee; instead former chancellors should be held responsible for the delay.

Dr Qadir claimed that the appointments she had made were temporary and not in violation of the university rules.

`After conducting interviews and tests, the committee short-listed three names for each of the posts of registrar and controller examination in 2010 but the university is still awaiting a decision,` she said.

She added that in the next meeting a new search committee will be formed to select suitable candidates for the three posts.

When asked whether the search committee was formed during the tenure of the current governor she replied that she had taken up this issue twice with the chancellor verbally,but since no action was taken they will now form the committee themselves.

Samina Bukhari, who recently retired from FG College for Women Kashmir Road as vice principal, and a retired officer of HEC Mujtaba Kiani are currently running the affairs of registrar and treasurer offices.

Ms Bukhari was appointed last month while Mr Kiani in May. Controller Examinations office awaits a head, while the deputy control1ers are looking after examination affairs.

HEC Chairman Dr Mukhtar Ahmed said: `I agree that professional posts should be filled by professional people.

He added that he was surprised to know that the university had been waiting for the chancellor`s reply since 2010.

`Had the university taken up this case with the incumbent chancellor, the situation could have been different,` he said.It is relevant to note here that FJWU`s amended Act 2012 states that the registrar, controller and treasurer should be a full time officer appointed by the chancellor.

Describing the appointment criteria the act states: `The registrar will be a full time officer of the university and shall be appointed by the chancellor on the recommendations of the government, which shall consider for this purpose a panel of three persons recommended by a search committee appointed by the syndicate and headed by the vice-chancellor.

The same route and criteria apply for the appointment of a controller.

While for the appointment of treasurer, the act states: `The treasurer shall be a full time officer of the university appointed by the chancellor on the recommendation of the government on such terms and conditions as the chancellor may determine.
