LAHORE: The city police have yet to entertain a complaint against Minister In Charge Khwaja Saad Rafique and other high-ups of Pakistan Railways (PR), accusing them of have committed cognizable offences while taking over the management and possession of the Royal Palm Golf and Country Club on Friday.

The complaint was submitted by Chief Executive Ramzan Sheikh of the Husnain Construction Company (Pvt) Ltd to the Lahore capital city police ofñcer(CCPO)andthesta-tion house officer of the Mughalpura police on Sunday, two days after a contingent of the PR police evicted the management from the premises and closed its doors to members and staffers.

The PR, on the other hand, approached the inspector general of Punjab Police, seeking assistance to handle any untoward situation. It also asked the National Accountability Bureau (NAB) to help recover the record of the club.

Railways trade unions leaders also held a news conference on Monday, supporting the action of the PR administration totake back the possession of the club.

CCPO Amin Wains told Dawn he remained occupied in supervising Youmi-Ali (RA) procession in the Walled City throughout Monday. `I`m unaware whether or not such a complaint has been submitted to my office. I shall look into the matter tomorrow (Tuesday) and act on it in accordance with the law.

An official posted at the Mughalpura police station confirmed receipt of the complaint but said no action has been initiated on it yet.

The complaint said that some 300 to 400 railways police officials have been guilty of offences punishable under sections 395, 450, 342, 341,441,425,403,383 and503 of the Pakistan Penal Code of 1860 for violating a court order, forcibly evicting the company and its staff, breaking locks, misappropriating cash and valuable, detaining and intimidating the company employees, assaulting personnel at the behest of Khwaja Saad Rafique (minister of railways), Perveen Agha (chairman of railways board)), Javed Anwar (PR chief executive officer), some other officials of the PR, including Anjum Pervez (adviser to the minister) Munir Ahmed Chishti (Railways police inspector general) and Shariq Jamil (DIG, railways police).

It said the entire record of the club hasalsobeentakenoverby the accused and `is likely to be tempered with or destroyed. The company employees namely retired Col Jameel Khalid, retired Col Daud Piracha, Muhammad Din Mirza and retired Captain Faisalwitnessed the whole occurrence`, reads the complaint while seeking registration of an FIR and initiation of strict action to apprehend the accused persons.

Also, in a letter to the Punjab IG, the PR said that the Maxcorp Development, Husnain Construction Company and Unicon Consulting Service had been liable for breaches of the agreement pertaining to lease of 140 acres land of railway golf club, resulting in the termination of the agreement and vacation of the property from the occupation of the private company.

Expecting that the company would create hurdles in the vacation of the club, the PR asked the IGP to provide Railway Estate Development and Marketing Company, a PR subsidiary authorized to act on its behalf `with assistance (logistical or manpower)` as envisaged under sections 6 and 12 of the Government Lands and Buildings (Recovery of Possession) Ordinance 1965`.

Railway Estate Development and Marketing Company also requested NAB to help it recover the record of the club.
