SC wants mechanism for appointing vice chancellors explained

KARACHI: The Supreme Court on Monday directed the provincial government to submit the policy and mechanism of appointing vice chancellors of the universities in the province.

A three-member bench, headed by Justice Mushir Alam, was hearing a constitutional petition of Dr Noor Mohammed Khaskheli against the appointment of Azam Yousfani as vicechancellor of the Shaheed Benazir University of Medicine and Health Science at Nawabshah.

According to the petitioner, a junior teacher was made VC, while his seniors were ignored.

Advocate General barrister Zamir Ghumro told the bench, which also comprised Justices Maqbool Bagar and Faisal Arab, that a search committee finalised and recommended the candidate for appointment as VC.

The bench directed the pro-vincial government to place on record of the court the rules and regulations formulated for appointment of VCs in the universities within one week.

Water case The Supreme Court on Monday observed that billions of rupees were spent on water and sanitation schemes in Sindh and the authorities concerned would have to account for the public money, directing the provincialgovernment to submit the details of the projects and the money spent on them.

Headed by Justice Mushir Alam, a three-judge bench was hearing a constitutional petition pertainingtoshortage ofpotable water and poor sanitation conditions in Sindh, at the apex court`s Karachi registry.

The bench also comprised Justices Maqbool Bagar and Faisal Arab.

During the hearing, AG Zamir Ghumro filed a review applica-tion before the bench praying to it to review and modify its earlier order that restrained the transfer and posting of officers in health, irrigation and other provincial government`s departments.

He informed the judges that the provincial government was facing administrative problems due to the ban on transfers and postings.

Justice Alam observed that it was noticed that the provincial government had frequently transferred and posted seniorofficers. He said that the officers may be transferred and posted after intimating the court about it.

The bench issued notice on the review application and put off the hearing.

Meanwhile, the same bench would hear on Tuesday (today) the review application of the association of builders and others seeking review of the court`s earlier order that restricted the grant of permission of multistorey buildings in Karachi.
