Federal Constitution enacted

KARACHI: President Mohammad Ayub Khan yesterday enacted a federal Constitution providing for the presidential form of Government, and explained its saHent features and the philosophy behind them to the nation in a radio broadcast yesterday.The Constitution, he said, gives free field to do good, but it will not feel shy to curb evil. It embodies a blending of democracy with discipline, the two prerequisites to running a free society with stable Government and sound administration.

The new Constitution is federal, and provides for a presidential form of Government with unicameral legislatures at the Centre and in the two provinces.

The name of the country will be the Republic of Pakistan.

The President will be a Muslim, and all executive authority will vest in him.March 2, 1962 The President and the legislatures have been given a five-year term of office.

But in the case of the first President and the inaugural legislatures, the term will be three years. They will be elected by the elected members of Basic Democracies.

The ban on political parties will continue. However, the party system can be revived but only with the permission of the National Assembly. In the absence of political parties, the State will assist the candidates for projecting themselves to the electoral college 80,000 elected members of Basic Democracies.

The Central Legislature will be the source of law.

Fundamental right will be the principles of law-making and every care has been taken that the law-makers observe them. •
