CDA board amends property manual to ease business

ISLAMABAD: The Capital Development Authority (CDA) board on Tuesday approved a number of amendments to the property manual aimed at easing business, and also allowed use of official video statements of property owners who live outside Islamabad or aboard for confirmation of power of attorney.
The CDA board, which met with chairman Amer Ali Ahmed in the chair, decided that generators outside houses should be removed.
The board was briefed that some clauses of CDA`s property manual needed to be amended in order to facilitate the public and avoid unnecessary delay in approval of property cases.
According to the new amendments proposed by Estate Management and approved by the board, in case of verification of gen-eral power of attorney (GPA), the statement of confirmation of the original allottee living outside Islamabad or abroad could be recorded through an official video link available in the office of the director concerned on the analogy of e-court and recording will be kept safe in the backup.
The board also allowed that in case of commercial property where multiple units are built and sold separately, the requirement of original allotment letter of the entire commercial property may be relaxed.
An affidavit will be sufficient in case of non-availability of the original letter.
The CDA board also relaxed the tough condition of legal heirs` cases, allowing that one legal heir could apply and complete the process and record statement before the CDA officer of certified true copy (CTC)instead of all legal heirs.
The board also decided that legal opinion shall only be solicited in case the legal heir approaches the court while normal cases shall be approved directly by the director concerned.
The board decided that in case the allottee did not have original allotment letter of property, orders regarding exemption of the letter from the court shall be required or the decree holder shall adopt the process of CTC.The board also decided that if a female allottee wanted to change her name after marriage or had changed it already but did not inform the CDA, she was supposed to provide an affidavit attested by Class-I magistrate, attested copy of Nikahnama or matriculation certificate showing the name of her father.
She would submit the required documents to the One-Window Operation and the director concerned shall approve the change of name.
The board also decided that no one would be allowed to place generators outside houses. It was informed that the generators were causing air and noise pollution.
The board therefore directed the CDA to take action in this regard but only after issuing notices.
It also gave a go-ahead to the civic authority to confiscate the generators after completing legal formalities if the owners did not remove them voluntarily within the notice period.
Meanwhile, the board approved allotment of land for construction of Federal Investigation Agency (FIA) Academy, for Pakistan Institute of Development Economics and for National University. The board also approved allotment of land for special education academic facility.
