Rs200bn enough to develop Sindh: CM

KARACHI: Sindh Chief Minister Syed Murad Ali Shah on Thursday said enough funds were available to implement the annual development programme (ADP) though `only the construction of roads, schools, hospitals is not the real objective in my mind but I want they are of supreme quality and see them functional as soon as these schemes are completed`.
He said Sindh`s development was his dream and it was the right time to make the dream realised. `Rs200 billion is a good amount, enough to make Sindh a developed, neat, clean and greener province, therefore each one of you, the cabinet and the bureaucracy and civil society, has to work hard as per Quaid-i-Azam`s principles,` he said while presiding over a meeting on education, health, local gov-ernment and works and services sectors at his of fice in the New Sindh Secretariat.
Mr Shah asked all the departments to submit PC-IV so that necessary staff as per the schedule of new expenditure (SNE) could be made available for the schemes.
Additional Chief Secretary (Development) Mohammad Waseem said he had received PC-I of 14 development schemes being launched under the Rs10 billion Karachi Package. As per chief minister`s directives, a meeting of the technical committee had been convened on Friday to approve the schemes. The chief minister asked the officials concerned that he be informed about the progress of shifting of utilities for the new schemes next week.
Education Secretary Syed Mumtaz Shah said 351 schemes in six different sectors had been launched with an alloca-tion of Rs13 billion. Of the 351 schemes, 140 were ongoing and 211 were new. He said 33 schemes would be completed during the current year against an allocation of Rs1,682.262 million for which 100 releases had been assured in two instalments. He added that 63 schemes of Rs2.42 billion would be completed during the next financial year for which 50pc releases had been assured. He said Rs4.16bn development budget had been released that he termed unprecedented in history. He said there were Rs1.3bn 94 schemes of elementary education, nine schemes of teachers` education worth Rs221m; four schemes of Sindh E ducation Foundation worth Rs446.2m; 118 schemes of secondary education worth Rs4.8bn, some 75 schemes of college side worth Rs4.5bn, and 51 scheme of different categories worth Rs1.5bn.
Secretary works and services AijazMemon said there were 613 schemes worth Rs9bn including 602 projects related to highways and 11 related to buildings. He said 607-km-long roads were built during 2014-15 fiscal at a cost of Rs9.9bn.
The chief minister directed the ACS (Dev) to conduct physical inspection of those roads and submit a report.
He said the works department during 2015-16 constructed 363km roads, improved or repaired 555km roads, and constructed 13 bridges. Mr Shah asked the works and service ministry to activate its engineers for quality work and timely completion.
Secretary health Ahmed Bux Narejo said the ministry`s development portfolio stood at Rs14bn for 146 schemes, including 89 ongoing and 57 new. He said there was Rs7.6bn capital and Rs6.35bn revenue components. Mr Shah asked healthminister Dr Sikandar Mandhro to personally monitor the purchase of equipment.
The chief minister urged the senior officials not to seek for vacations and strengthen his hands to serve Sindh and deliver to the people of Sindh.
`This may be deemed as ban on leave but it would be granted wherever it felt necessary.
He asked the chief secretary to include a column of `interest in development works`in the ACRs of officers.
Independence Day Another meeting to chalk out programmes in connection with independence day at CM House decided to start celebrations tomorrow.
The chief minister directed the culture ministry to organise a musical show for public at Sea View on Aug 14.
