Court order for probe into March 28 `custodial death` flouted, applicant tells judge

HYDERABAD: The sister of Farhan Siyal allegedly shot dead by a team of several senior and junior CIA and police officials in front of his family members on March 28 -has filed an application in the court of thejudicial magistrate concerned seeking direction to the police to submit challan of the case.
According to Siyal`s sister, Ms Reshma, her brother was brutally murdered on the orders of certain senior police officers in a fake encounter.
She has filed the application through her counsel, Raja Jawad. She stated that police had demanded a huge amount of money as ransom for his release and her family, with the help of her relatives, managed to collect the same and make a payment of Rs10 million through a bank account. However, sheadded, police officials murdered him and declared it an encounter leading to his death. She said a false FIR was also registered at the Phulelli police station vide crime No. 38/23.
She said that she moved applications to higher authorities to seek an inquiry but in vain as no one was ready to do so due to the innuence and involvement of higher police officers in the matter.
She said that after finding no remedy, she filed a criminal miscellaneous application before sessions judge/Justice of Peace which was later trans-ferred to the additional district judge-VII.
She stated that the ADJ-VII passed an order on April 18 on her application, directing the Hyderabad DIG to constitute two teams headed by officers not below the rank of additional superintendent of police to conduct an impartial inquiry and file its report by May 10.
She further stated that the respondent officers the Hyderabad DIG and the Badin SP and DSP completely failed to comply with court`s order as neither an investigation was conducted nor was a properreport filed in court.
Ms Reshma said that she and her family members were witness to the brutal murder as it was carried out `in front of us`.
She said that the receipts and other proofs regarding the bank transaction pertaining to the ransom payment were available and could be verified.
She prayed the court to direct the respondents to investigate the matter honestly and submit a final report within the stipulated time as envisaged under the Criminal Procedure Code.
She also prayed the court to orderarrestofthe accused.
