IF the government wants reforms in the bureaucracy, a commission needs to be formed, and be represented by each group of services. Also, there should be retired bureaucrats, researchers and legislators.
Research papers authored by people like Saeed Shafgat, Munir Ahmad, Ralph Braibanti and others need to be studied by the commission before deliberations can be made.
It is needless to add here that hitherto about 20 commissions or committees had been formed, but most of their recommendations remain unimplemented except those that served the ruling majority.
