Improving Calcutta slums

2014-12-06
CALCUTTA: Several suggestions for the improvement of bustee areas are made by Dr. M.

Ahmad, Health Officer of the Calcutta Corporation, in an interview with Associated Press on the reported move of the Bengal Government to compel owners of bustees in the city to carry out some constructional and other improvement work with the aid of the Defence of India Rules. Dr. Ahmad says, `Bustees are cancers to the society and half-hearted or palliative measures will never yield any result.

Dr. Ahmad suggests that a substantial portion of the annual contribution of Rs. 200,000 made by the Calcutta Ratepayers should be earmarked for the purpose of improving the bustees. With this money bustee land should be acquired and structures, according to a standard plan, should be put up with the help of banks and insurance companies. The organisations, [he] suggests, should also be entrusted with the management of improved dwelling houses, including realisation of scheduled rents and maintenance of sanitary conditions. The State should guarantee a minimum profit to these concerns and in case of any deficit, it should be made up by the State. The Health Of ficer emphasizes this is [an] opportune moment to launch a comprehensive scheme. (Dawn, Delhi)
