CIVIL service reform has now become a buzz word. Everyone prescribes a remedy without diagnosing the cause ofdeterioration of government service. Did anyoneevertrytoñndoutthe reasonsof demoralisation of the civil servants? It`s the difference of service structure among various occupational groups.

The privileged groups have timely (or before time) promotions, chances to avail themselves of postings of their choice on political backing (many examples of junior officers working against higher posts), good accommodations, the prerequisites for morale boosting of the officers.

But poor souls belonging to less privileged groups have to wait for years to get their due promotion. Many a service group even doesn`t have hostels to accommodate their under-training officers.

Despite joining the most respected white-collar jobs, there are no proper ofñces tositin.Ofñcers have toñghtfor petty things with their fellows.

Then how can civil servants be expected to deliver when they find it hard to make both ends meet? The authorities concerned should eliminate this inter-group disparity, the most vital issue, to give a feeling of being privileged to all the civil servants.
