Rajanpur ahead of all districts after scrutiny through KPIs

LAHORE: Rajanpur, a remote district of Punjab in south, has topped all the districts in terms of key performance indicators (KPIs) prepared by the Board of Revenue (BoR) and respective authorities.

Lahore failed to perform well as it is on the 20th position on the list.

`A new system has been introduced to evaluate performance of each district led by the deputy commissioner through the KPIs related to resolved cases, field visits, public facilities, innovation and expansion projects, lease and auction of government land, distribution and mutations and recovery of government dues etc. Under this system, introduced four months ago, the performance of other senior officers is also being evaluated,` says an official source.

`The report, which relates to performance of DCs or districts, is of January thisyear. The February report is currently under process and will be uploaded on the KPIs dashboard after compilation,` the official told Dawn on Thursday.

According to the official document, Rajanpur is on the top of the list with 91.11 points out of 100 whereas Talagang, upgraded as districtin 2022,is on the bottom with a score of 49.56. Lodhran stood second with 87.92, followed by Bahawalnagar 87.42 points, Gujrat 83.96, Sargodha 83.52, Pakpattan 82.06, Chiniot 81.34, Sheikhupura 80.95, Toba Tek Singh 80.29, Dera Ghazi Khan 79.87, Hafizabad 78.62, Narowal 78.06, Faisalabad 77.1, Bhakkar 76.79, Khanewal 76.1, Mandi Bahauddin 76.04, Khushab 75.07, Multan 74.31, Nankana Sahib 74.03, Lahore 74.18, Gujranwala 74.13, Muzaffargarh 73.06, Kasur 73.03, Mianwali 72.72, Sahiwal 72.22, Layyah 70.54, Kot Addu 69.19, Attock 66.91, Wazirabad 65.96, Jhang 63.24, Chakwal 62.5, Sialkot 62.49, Vehari 62.28,Rawalpindi 60.74, Murree 58.95, Jhelum 58.48, Bahawalpur 57.99, Okara 57.88, Rahim Yar Khan 55.29 and Talagang with 49.56 points.

According to a notification, the performance of all field officers in districts, divisions and BoR-right from naib tehsildars to deputy commissioners and commissioners and judicial members of the board is being evaluated.

The naib tehsildars and tehsildars` KPIs are being evaluated on the basis of attestation of mutations, record correction, court cases disposal, revenue recovery, e-Girdawari, Partition proceedings and digitization of manual revenue estates. Likewise, assistant commissioners` performance is being assessed on the basis of number of court cases disposal, field inspections, innovation and public facilitation, disciplinary proceedings and accountability, disposal of state land through open auction and lease, attestation of mutations, record correctionand mutation issues resolution, revenue recovery, partition proceedings, attestation of registries and digitisation of revenue record.

There are KPIs to assess monthly performance of DC/district collectors, additional DCs (revenue), additional commissioners etc. Similarly, the KPIs have also been assigned to evaluate performance of the director general (Katchi Abadis), including grant of proprietary rights to dwellers of kachi abadis, completion of pending urban and rural katchi abadis for regularization and digitization of katchi abadis.

The director land records (DLR) performance is being judged on the basis of digitization of revenue record, processing of application of trusts and disposal of cases of financial assistance/leave encashment of revenue staff.

The Punjab Disaster Management Authority DG has seven KPIs to show performance and they include provincial con-tingency plan, placement and functionality of early warning system, mass public awareness, disaster management reforms, inspection of district flood-fighting equipment, desilting of nullahs, water channels etc and SOPs for urban flooding.

There are six KPIs for the Punjab Land Record Authority (PLRA) DG, including revenue generation, expansion of services, improvement of service delivery and IT systems and working environment. The KPIs of DCs, additional commissioners and ADCRs are more or less the same that include e-governance and transparency, ease ofdoingbusiness etc.

The KPIs for member consolidation (BoR) include disposal of court cases, administrative inspections, completion of settlements and consolidation operations of revenue estates and policy reforms initiatives.

Likewise, the KPIs have also been assigned to evaluate performance of the BoR`s member colonies and members (judicial).
