MQM-P slams plan to shift Hyderabad BISE to Jamshoro

HYDERABAD: The Muttahida Qaumi Movement Hyderabad`s parliamentarians have condemned Sindh government`s proposed plan for shifting offices of the Board of Intermediate and Secondary Education, established since 1962, from Hyderabad to Jamshoro.

They believed the timing of this decision suggested it was being taken to divert peoples` attention away from controversial canals issue.

MNA Abdul Aleem Khanzada and MPA Rashid Khan said at a news conference along with Hamad Rizwan of All Pakistan Muttahida Students Organisation (APMSO) at local press club on Sunday that the decision was being taken in light of recommendation of an inquiry committee of Chief Minister`s Inspection and Implementation Team (CMIT) that had conducted probe into affairs of BISE.

Mr Khan said that CMIT did not have any mandate to make such a proposal to the controlling authority chief minister -and termed it a conspiracy introduced by `Babu culture`, which was `popular` in Sindh government these days.

He said that he would table a resolution in Sindh Assembly to strongly resist the move, and questioned Sindh government`s wisdom behind such a novel decision.

Mr Khanzada said the inquiry committee was formed on Jan 30, 2025, which formulated its proposals and overstepped its mandate by suggesting repair and reconstruction of the existing board building or `most preferably construction of a new one at the location of Hyderabad/Jamshoro bypass near to its mother institute i.e., University of Sindh`.

He said the committee was only supposed to investigate examinations held by BISE but it deviated from its terms of reference. The BISE Hyderabad was established in 1962 though its present edifice was built seven years afterwards and it was mother of all boards of education as the boards of Mirpurkhas, Nawabshah etc were created later, he said.

He said that 280,000 students of secondary and higher secondary classes were enrolled annually with the BISE and instead of improving quality of education and the board`s internal affairs the committee had floated a proposal out of nowhere, which had also been approved by the chief minister.

He said that universities & boards department had forwarded CM`s directives to BISE`s board of governors for implementation of the inquiry committee`s recommendation.

He claimed the BISE did not have financial resources to pay salaries of its employees because around Rs1.8bn were to be paid by the government towards examination fees of students.

The BISE used to collect fees from students but under government decision the fee was waived off with a promise that the government would pay it to the board. The board`s budget still had Rs2.5m for the building`s repair. The government should approve special grant for the board for renovation and reconstruction, he said.
