Fourth The legislation to be placed on the Statute Book before the end of July.
...By an irony of circumstances, it looks as though the most fateful legislation in India`s modern history may pass through the British Parliament more unobtrusively than any previous act for the time factor rules out protracted debates such as those marking the previous steps towards Indian self-determination.
