Panel to scrutinise transfers, postings in BPS-11 to 19

PESHAWAR: The Khyber Pakhtunkhwa establishment department has notified a committee to `scrutinise` the officials` transfers and postings in BPS-11 to BPS-19 to streamline the management of the government`s human resources.

The development comes in line with the minutes of the secretaries committee, according to the notification, issued on Thursday.

It read that the `placement committee` would carry out the scrutiny of those transfers and postings of the establishment department and civil secretariat besides making recommendations for approval toauthorities.

The committeewillbeheaded by the establishment secretary and comprise special secretaries of the establishment and regulation sections of the department and an additional secretary as members.

The minutes of the secretaries committee`s Feb 28 meeting read that the forum decided to set up a placement committee for transfers and postings to be notified and to ensure strict adherence along with the preparation of the negative list to streamline the provincial government`s human resources management.

Also, the committee approved the reactivation of the online HR management system and said all postings will be made on merit and against the key performance index to be developed later.

It decided that all administrative se cretaries of the provincial departments would develop sectorial policies with action plans along with the activities andsub-activities as well as the responsibilities and timelines.

The forum decided that the first draft of sectorial policies would be submitted by April 15.

The committee decided all departments would ensure simplification of procedures and processes, including the option of automation and digitisation, especially those involved in availing different services to make life easy for a common man.

It also agreed on development of citizen feedback and grievance redressal systems and encouraged utilisation of the existing feedback platforms suchasEkhtiyarandMarastiyal.

In order to improve transparency, the forum agreed to activate the Right to Information regime in all departments by nominating the focal persons. It said that time protocols should be developed and enforced for disposalofbusinesses.

The forum agreed that every department should have a rotation policy, whose implementa-tion should start from the secretary`s own office down to the field formations and the employees having completed two years tenure on the same position should be reshuffled.

`A minimum time for which a person cannot return to the same position may be included, read the minutes.

Also in order to improve leadership, the committee decided that all assigned additional charges whose timelines had expired shall immediately be withdrawn without any renewal on any ground and regular postings and appointments would be made thereon.

It also decided on the completion of the activation of the file and summary tracking system to move towards the digitisation of the government`s departments and directed administrative secretaries to ensure that no file is accepted without an FTS number. The progress on the matter will be reviewed in the next meeting of the secretaries committee.The forum ordered timely completion of all pending inquiries and reactivation of inquiries management system and decided that to improve financial practices, proper working of requirements of the next fiscal year on the current side should be done to avoid supplementary grants and special SNEs during the year.

It added that the unance department would carry out budget sessions with relevant departments.

The committee, in order to improve service delivery, decided to reactivate the development tracking portal, housed at the planning and development department and tracking sheets of the projects to be developed.

The secretaries are expected to review progress about tracking sheets in the first and last week of the month and submit a complete report to the Performance Management and Reforms Unit of the chief secretary`s office.
