NEW DELHI: The Pakistan-Bharat talks crossed their penultimate stage today [April 7], and a further meeting between the two Prime Ministers will take place tomorrow morning... . In the light of the six days discussions the draft agreement would appear tohave undergone severalchanges.

Both the Governments ... took the opportunity ... to review the position of the minorities as a whole in the two countries ... even though the immediate target is the situation arising out of the disorders in Assam, West Bengal and East Pakistan.

Having already ... agreed ... on several fundamentals including the urgent need to arrest the exodus of people and ... [ensuring] complete security to the minorities, several suggestions appear to be under consideration to implement the agreed conclusions.

These suggestions, some of which are of a detailed character, bearing on the scope and functions of the proposed Minorities Commissions, directives to be issued to the various Governments to implement the agreement, etc., are in the nature of operative portions of the agreement. Both the Prime Ministers and their advisers are understood to have considered these aspects ... at today`s discussions... . News agencies
