ISLAMABAD: Members of the Senate Standing Committee on National Health Services (NHS) on Wednesday suggested calling a meeting of all heads of Islamabad universities to request them to ensure complete ban on use of Sheesha in educational institutions.The meeting, chaired by MQM Senator Mian Ateeq Shaikh, was held in the committee room of the Parliament House.
The meeting was discussing `The Islamabad Prohibition of Sheesha Smoking Bill 2016` which was introduced by Senator Mohammad Azam Khan Swati in the Senate on Sept 26.
During the discussion, a representative of the Ministry of National Health Services (NHS) informed the participants that if the bill was made a law it will be effective only in the federal capital thanks to 18th Amendment and provinces would not be bound to implement it.
Senator Nauman Wazir of the Pakistan Tehreek-i-Insaf (PTI) said bureaucracy of some provinces was terribly inept to play its role in legislation.
He said federal and Punjab governments had competent bureaucrats to get input for legislation whereas smaller provinces had to rely on incompetent bureaucracy.
He particularly referred to Balochistan and Khyber Pakhtunkhwa, where bureaucracy hardly suggested amendment to a bill.-A Reporter
