Parliament centre of all laws, institutions: Senate chief

DADU: Senate Chairman Raza Rabbani has said the parliament is the mother of the Constitution which establishes all institutions in the country and determines their powers.
He was addressing a gathering at the Pir Illahi Bux L aw College`s auditorium here on Sunday on the occasion of 42nd death anniversary of Sindh`s former chief minister Pir Illahi Bux.
Sindh Assembly Speaker Agha Siraj Durani, ex-chief minister Syed Qaim AliShah, railway`s former federal minister Haji Zaffar Leghari, Sindh`s former education minister Pir Mazharul Haq, pro-vice chancellor of Sindh University`s Dadu campus Dr Anwar Ali Shah G. Syed, former president of the Sindh High Court Bar Association Khalid Jawed Khan were among those who spoke on the occasion.
Mr Rabbani said: `Parliament is the centre of all laws and institutions working under the Constitution. It is the voice and face of the country in case of any external threat. The role played by it in advising the government on the Yemen crisis and Kulbhushan Jadhav is commendable.He further said the Constitution talked about all important issues such as revenue collection, budget, taxation and its audit, appointments of superior court judges and election commissioner, proclamation of emergency and distribution of water among provinces.
`The government comes to a standstill if parliament stops legislating,` he said.
Mr Rabbani said the services of Pir Illahi Bux could not be forgotten. `He accompanied the Quaid-i-Azam in the freedom movement right from the beginning.
He added that Sindh was affiliated with the Bombay presidency and P.I. Bux played an important role in separating them.Agha Siraj Durani said fake cases were registered against the PPP leadership and activists in the past but they f ailed to change workers`loyalty.
He said the PPP`s federal government madenecessarychangesintheConstitution, especially the 18th Amendment, strengthened the provinces and gave them autonomy.
Mr Durani added that the PPP had proved that it was a party not only for one province but for the entire country.
`Our co-chairman Asif Ali Zardari raised the slogan of `PakistanKhappay` following the assassination of Benazir Bhutto which showed that he considered the country supreme,` he said.
QaimAliShahcriticisedPrimeMinister Shahid Khagan Abbasi for giving incorrect information to the people of Sindh during his Saturday visit.
He added that the province was facing shortages of water, gas and power but the prime minister was of the view that all was well in Sindh.Mr Shah said the PPP government was trying its best to serve the masses but the PM had criticised if for not performing up to the required standard.
The former chief minister claimed that the standard of education was better in Sindh than in the other provinces.
He said all ghost schools about 1,100 in number were shut down during his tenure as chief minister. Mr Shah further claimed that he had appointed 40,000 teachers purely on merit.
Prof Dr Anwar Ali Shah G. Syed said nine campuses of Sindh UniversityJamshoro had been established due to the ef forts of Pir Mazhar ul Haq.
`The Dadu campus is one of them where 1,000 students are enrolled. The good thing is that 30 per cent of the students are female,` he said. He said P.I. Bux had paid his valuable services in the education sector in Sindh and Pir Mazharul Haq had followed the policy of his grandf ather.
Pir Mazharul Haq said his grandfather was a close friend of the Quaid-i-Azam. `I as Sindh`s education minister tried my best to follow in the footsteps of my grandfather.
