PA passes two amendment bills

LAHORE: The Punjab Assembly on Wednesday unanimously passed two amendment bills The Punjab Explosives (Amendment) Bill 2014 and The Punjab Arms (Amendment) Bill 2014 soon after the house gained quorum.

PML-Q`s Ahsan Riaz Fatiana had pointed out the quorum soon after acting speaker Sardar Shair Ali Gorchani announced taking up the government business following Question Hour. After five minutes, the quorum was found to be in order.

Earlier, during the Question Hour relating to home department, the acting speaker admonished home minister retired Col Shuja Khanzada as the answers of two questions submitted in July 2013 were not received till date.

The acting speaker said the department had made it a joke that the questions asked by assemblymembers Lt-Col (retired) Sardar Muhammad Ayub Khan and Faiza Ahmed Malik could not be answered even after the passage of one-and-ahalf years. He asked the home minister to answer both questions -one regarding revival of a police post of Bhangu police station, Rajana, Toba Tek Singh and the other pertaining to condition of a police station in the constituency, PP-58, Faisalabad.

Mr Khanzada assured the House that he would hold an inquiry and submit a report to the assembly. The House also discussed various other questions about home department.

The acting speaker did not allow PML-N legislator Sheikh Ijaz to discuss the killing of a man during Pakistan Tehreek-i-Insaf`s protest in Faisalabad. He said the issue was discussed on Monday and Tuesday and a committee was constituted to probe the matter.

Stating that the law minister had pledged that a report would soon be presented before the House, he added the issue would be debatedafter receiving the committee report.

The Punjab Assembly also granted extension in the submission of PAC-II and Auditor General of Pakistan reports.

Acting Speaker Gorchani turned down PML-Q`s Khadija Umer submission that the issue of killing of an anti-polio vaccination worker in Faisalabad be debated. He said the health minister was not available, who could answer. Ms Umer regretted the House had no care for human lives and refused to discuss such a serious issue just because the health minister was not available.

Mr Gorchani pended two adjournment motions -one regarding certificate fee and the other about Rs500 and Rs700 rechecking fee being charged by all education boards in Punjab. It was stated the BISEs had found a way to earn money and undermined Chief Minister Shahbaz Sharif`s initiative of offering free education and examination services to publicschools students.

Mr Gorchani said the answers to both adjournment motions would be given in the House next week.

PML-N`s Hina Pervaiz Butt raised two issues -about the fee structure and quality of education being offered by private schools and private medical colleges as well as the transport using CNG cylinders and referred to the burning of a passenger van on Faisalabad-Chiniot Road. A minister responded to both the questions in detail.

PML-N MPA Kanwal Nauman submitted a privilege motion, stating that a warden had removed her shauffeur-driven car from the Model Town Link Road. She claimed the warden had also disrespectfully stated that he did remove the car that was carrying a number plate given by the Punjab Assembly and allowed other cars to remain parke d on the road.

On Law Minister Mujtaba Shujaur Rehman`s assent, the privilege motion was referred to the privilege committee.
