ARTICLES 62 and 63 have always been criticised for being impracticable. Even a judge of the apex court criticised these articles during the hearing of the Panamaleaks case.

Being a student of political science, I firmly believe that there is no solution to this except that these articles be sincerely carried out and implemented. The most prominent philosophers who presented various theories of sovereignty were Laski, Bodin, Austin, Hobbs, Lock and Rouseau. All of them except Rouseau believed in the concept of legal sovereignty whereas Rouseau`s emphasiswas on political sovereignty.

Articles 62 and 63 will make the difference only when people are educated enough to decide who qualifies the conditions described in these articles. Let us be optimistic, at least, in this regard.
