THE existing policy in Sindh related to the direct recruitment of Mukhtiarkars is rather strange.Ifa Tapedar,junior clerk, assistant or any official of the Revenue Department wants to be promoted to the post of Mukhtiarkar within five years of service, he has to clear the departmental examination as well as the Revenue Qualifying Examination (RQE) that is conducted by the Sindh Public Service commission (SPSC) twice a year.
The same happens to be the requirement for those seeking direct posting as Mukhtiarkars, and they have to clear the examination within just three attempts over a period of 17 months.
These individuals have to go through a very tough Combined Competitive Examination (CCE) comprising eight papers, and they have to still take the 10 papers comprising RQE, which is actually meant for the promotion of the low-grade Revenue Department employees.
Moreover, no departmental examination in Sindh carries such a precondition for placement after selection within the same grade. Departmental examinations are held for the purpose of promotion to the next grade.
Also, such departmental examinations comprise four papers and all are conducted using the open-book format except the RQE which has 10 papers with three of them not using the open-book format.
The Mukhtiarkars of the CCE 2019 batch are facing great mental anguish owing to this RQE condition linked to their confirmation and posting. The provincial chief minister should look into the matter and set things right.
