LAKE SUCCESS: Pakistan and Bharat yesterday [April 12] both accepted Sir Owen Dixon, Australian High Court Justice, as United Nations Representative in the Kashmir dispute. The appointment of the 61-year-old Judge was duly confirmed by the Security Council. Voting on the appointment was eight in favour and two abstentions, the latter being Bharat and Yugoslavia.
None voted against. The Russian member was absent owing to the Soviet boycott on the Chinese representation issue.
The duties laid down for Sir Owen in a Council resolution ... include...: (1) to help the preparation and supervision of a programme of demilitarisation in the disputed zone. (2) be at the disposal of the two Governments and of the Security Council in making ... suggestions which ... may ... contribute to a solution... . (3) to take over the responsibilities and powers formerly held by the UNCIP. (4) to prepare for ... when Admiral Chester Nimitz can take over as Administrator of the Kashmir plebiscite.
