JCP to take up vacant posts in Islamabad, Balochistan high courts tomorrow

ISLAMABAD: The Judicial Commission of Pakistan (JCP) has scheduled to meet on Jan 17 (tomorrow) to deliberate upon the nominations for the four vacant positions of judges of the Islamabad High Court (IHC) and three posts of Balochistan High Court (BHC).

Among 21 nominees for IHC, four are the judicial officers namely District and Sessions Judge (DSJ) Raja Jawad Abbas Hassan, DSJ Azam Khan, DSJ Shahrukh Arjumand and Additional District and Sessions Judge Humayun Dilawar.

DSJ Hassan joined the Balochistan Judicial Service in 1993, promoted as Senior Civil Judge in 1999, became Additional District and Sessions Judge in 2000 and was made the DSJ in 2007.

He then served in the National Assembly as Additional Secretary till 2009 when the then Chief Justice of Pakistan (CJP) directed repatriation of all the judicial officers from the executive posts to the judiciary. He was transferred to Balochistan, however, after the establishment of the Islamabad High Court in January 2011, he was posted as District and Sessions Judge,1slamabad.

He continued to hold this post till 2014 and was then posted to the IHC where he held the administrative posts and was then transferred to the special courts.

Azam Khan, an Additional District and Sessions Judge of the Khyber Pakhtunkhwa Judicial Service, was transferred to Islamabad Judicial Service in 2012.

He held the important administrative positions and served with the Special Court seized with the high treason case of former president retired General Pervez Musharraf. He also served at the administrative posts of the Islamabad High Court.

Owing to the fact, he lacked the required cases for next promotion and his case was deferred in 2017, while Additional District and Sessions Judge Shahrukh Arjumand was promoted to the DSJ.

Judge Arjumand was promted to DSJ in April 2017.

Throughout his entire career, Arjumand rendered his service in the courts and never held any administrative position. He dealt with the high profile cases including the illegal stay of the family of Osma bin Laden in Pakistan and Dr Imran Farooq murder case in which he convicted three suspects and declared Altaf Hussain as proclaimed offender.

He presided the anti-terrorism court, cyber crimes court and served as the district and sessions judge (East) of Islamabad. At present, being the special judge central, he is conducting the trial of former prime minister Imran Khan and his spouse Bushra Bibi in Toshakhana case. Judge Dilawar was also transferred from KP Judicial Service to Islamabad Judicial Service in 2011. He was promoted as Senior Civil Judge in 2017.

He was further promoted to the post of additional district and sessions judge. Judge Dilawar convicted former premier Imran Khan on August 5, 2023 on the complaint of the Election Commission of Pakistan (ECP) for concealing details of gifts he received from Toshakhana in the assets declaration. It was the first conviction of Mr Khan and since then he was in prison.
