Banks: withholding tax

I AM a non-filer senior citizen. I recently had to borrow Rs100,000 from a friend for medical treatment. My friend, also a nonfiler, withdrew this amount from his bank upon which the bank deducted prevailing withholding tax.

Thinking it wasn`t safe to keep cash in the house, I deposited this amount in my bank`s savings account for a few days until I ran short of money to pay hospital bills, so I withdrew this amount from my bank. The bank again deducted withholding tax against it.

This circuitous deduction of withholding tax is tantamount to double taxation and is illegal under the circumstances. Imposing it as such amounts to sheer penalty.

I request the chief justice of Pakistan to take notice of this punitive charge. It will be justified if cheque payments for any amount covering hospital bills and fees for education, etc., are exempted f rom WH T, including retired senior non-filer citizens.
