Communal land record of three sectors sought from revenue department

ISLAMABAD: The Capital Development Authority`s (CDA) deputy commissioner has sought shamlat (communal) land record of three sectors from the Islamabad Capital Territory (ICT) revenue department as allegedly many plots worth millions of rupees had already been allotted in one of the sectorsin violation ofrules.
CDA`s Deputy Commissioner Khalid Masood Satti, through aletter, requested the additional deputy commissioner (revenue) for determination of share of shamlat land of several villages that falls in sectors C-13, D-13 and E-13.
According to a source, several years ago, the CDA had already allotted several plots in D-13 allegedly on the basis of shamlat land, without determination from the ICT`s revenue department, which is why there was need to properly check the status of all allotted plots of the sector.
The letter, dated March 10, stated: `Land falling in village Shah Allah Ditta has been acquired for Sector C-13, D-13 and E-1 in year 2008. It has come to the notice of under signed that share of Shamlat land of some of the villages like JuhangiSyedaan, Shah Allah Ditta, Bhekar Fateh Bukhsh, and Dharaik Mohri has not been determined yet amongst the land owners.
It said due to non-determination of share of shamlat land, CDA`s rehabilitation benefits could not be released to land owners, who are pressing hard for their compensation.
`It is pertinent to mention here that an inquiry is also under trial in CDA, wherein a report of subject matters needs to be submitted,` the letter stated.
`This issue warrants a proper investigation to check all such plots, which had been allotted on the basis of shamlat land,` an official said.
It is relevant to note here that recently after suspecting majorfraud and tampering in records of the said three sectors, the member estate of CDA Afnan Alam had requested the administration wing of the CDA for constitution of a high-level committee to examine records.
Sources said that were some reports that Naqsha-III (record of land) which carries a large number of bogus entries, had been stolen from the revenue office of CDA. When the matter was reported to the member, he had issued orders for formation of fact-finding inquiry headed by director security, and when the security directorate started collecting evidence, it was established that the record was stolen. However, after all this, the Naqsha-III was found.
According to the member`s letter, the record carries manybogus entries and tempering.
`Deputy Commissioner CDA has also provided a copy ofthe produced Naqsha-III, which as per the attached report, was made by a patwari ... after the DC CDA issued strict direetions for recovery of the record, read the letter, adding that there was strong possibility that the signatories and the produced record may have been tempered with.
`There is an urgent need to verify it with the revenue documentation made at the time of the announcement of the award.
Moreover, as mentioned earlier, the report, theft and misplacement of record for a substantive period put doubts over the authenticity and veracity of the Revenue Record/Naqsha-III of the said sectors,` it added.
