THE Sindh government had passed the Local Government Act 2013, but has not given powers to municipal bodies to solve problems. The World Bank, in its report, `Pakistan Development Update` in November 2016, warned: `The city may be headed for a spatially unstable, inefficient and unlivable place.` The Supreme Court must intervene in this matter to provide the local government its rights.
