SHC seeks IGP`s comment in `inhuman torture` case

HYDERABAD: The Hyderabad circuit bench of the Sindh High Court on Wednesday directed Additional Advocate General (AAG) to file comments on behalf of Inspector General of Police (IGP) on a contempt of court application filed by a policeman, Ali Hassan Solangi, who was brutalised in March 2008.
The policeman`s both hands were chopped off, acid was poured into his eyes and a leg was fractured by Shoros over a dispute involving his role in 2005 local bodies elections, according to the application.
The division comprising Justices Mohammad Ali Mazhar and Anwar Hussain went through the application and directed IGP to decide the petitioner`s case within two months.
Mr Solangi filed the contempt of court application through his counsel Mohammad Zaman Zaur after the IGP failed to comply with the Dec 23, 2014 court order passed on the petition. The court asked A AG to file IGP`s statement, explaining why the order was not complied with and adjourned the matter to June 30.
Mr Solangi, a process server, stated in the petition that he was kidnapped on March 24, 2008 while he was performing his duty and his tormentors chopped off his both hands at the wrist joint, poured acid into his eyes and fractured his leg.
He said that he was given a compensation of Rs450,000 only by respondent police authorities as permissible under rules which was just a pea-nut. He got loans from different people to arrange expenses of his treatment and was advised by doctors to get treatment abroad for his eyes and legs for which he needed Rs20 million on humanitarian ground.
He said that he had sent applications to president of Pakistan and chief minister after which the IGP was directed to take appropriate action as per government and police rules. He requested the court to direct respondents to pay him Rs20 million.
Hyderabad SSP on Dec 23, 2014 filed a statement, mentioning that petitioner`s medical voucher and medical record was forwarded to IGP by medical superintendent of regional police hospital and his case was being considered by the department at the Central Police Office, Karachi.
Subsequently, his counsel filed a contempt of court application against the IGP, saying that two months had passed and the petitioner was still waiting for the financial assistance. He requested the court to initiate contempt of court proceedings against the contemnors, who had willfully violated the Dec 23 order.
Notices issued to club officials in `murder` case The Hyderabad circuit bench of the Sindh High Court on Wednesday issued notices to Mushtaq Memon, administrator of Hyderabad Club, in-charges of its security and information technology sections and SHO of GOR police station in connection with murder case of 11-year-old Inder Vineet Hotwani on April 13.
The division comprising Justices Mohammad Ali Mazhar and Anwar Hussain also directed SSPtoensure presence ofinvestigatingofñcerin court on June 28.
The court passed the order after hearing the victim`s father, Dr Chetan Das, who said his only son was murdered in mysterious circumstances at the Hyderabad Club where he had gone to learn swimming.
He said: `My son was murdered there but it was termed an incident of drowning by the club management which was not providing him close circuit T V footage of the period his son remained there`. He said that because of the club`s reluctance to share the footage he suspected involvement of club`s administrator and lifeguards in the murder of his son.
He said that he had exerted himself to the limit to lodge the FIR but that too was registered in a generalised form due to immense political pressure.
Meanwhile, civil judge and judicial magistrate-IH directed investigating officer of the case to appear in court on June 18 in connection with a case filed by Chetan Das`s counsel Sajjad Ahmed Chandio requesting the court to ask respondents to bring original hard disk and CCTV recordings of April 13 between 3.45pm to 4.45pm. He cited Mushtaq Ahmed, club`s administrator; Umair Shoro, computer operator and Qaisar Jorge, junior clerk, as respondents and said their conduct showed Vineet was murdered by employees in collusion with each other.
