`The claim that any Arab willing to return to `Israel` should be allowed to do so has never been accepted,` the spokesman said. `No party can bind itself in advance to conditions on matters which must be raised, if at all, in the course of the negotiations,` he added.
The `Israeli` spokesman also recalled that Egypt, Syria and the Lebanon were parties to the Arab League Resolution calling for the stiffening of the economic blockade of `Israel` and for the adoption of far-reaching sanctions against any Arab State concluding peace with `Israel.` News agencies
