LAKE SUCCESS: Sir Zafrullah Khan, Foreign Minister of Pakistan, resumed his three-hour address on the Kashmir issue when the Security Council reassembled here today [Jan 17]. He began an examination in detail of attempted negotiations between Pakistan and India on the Kashmir question, and read out terms of a proposal made by Pakistan in conference with Lord Mountbatten, Governor-General of India. The forces of India and outside `invaders` both to withdraw simultaneously from Jammu and Kashmir state territory. 3. To arrange for a free plebiscite under joint control.
Sir Zafrullah charged that the Indian Government`s aim was to gain complete control of Jammu and Kashmir by forcing the Muslim populations out.
