Gandapur vows to mobilise all resources for flood victims` rehabilitation

PESHAWAR: Khyber Pakhtunkhwa Chief Minister Ali Amin Khan Gandapur said here on Monday that all the available resources would be mobilised for timely relief and early rehabilitation of flood affected people.
Chairing a meeting to review relief and rehabilitation efforts in flood-hit areas, he said that district administrations did not face any shortage of funds and resources would be made available immediately when required.
The meeting was attended by chief minister`s aide for finance, chief secretary, additional chief secretary, administrative secretaries, and officials of Provincial Disaster Management Authority.
According to an official statement, officials briefed the chief minister on the scale ofdamage, rescue operations, immediate relief measures and medium-term response in the affected areas. The meeting was told that flood emergency was declared in nine districts with the chief secretary personally overseeing relief and recovery efforts.
It was told that district administrations, Rescue 1122, police, communication and works, local government and other agencies were actively engaged on the ground.
The provincial government has released Rs1.5 billion for relief activities and another Rs1.5 billion for restoring damaged infrastructure. Additional staff and medical teams have been deployed in affected districts.
The meeting was informed that so far, 100 damaged roads were cleared with heavy machinery, more than 23,000 ready-to-eat food packs were distributed and essentialitems including 2,860 tents, 6,100 mattresses, 2,700 hygiene kits, 4,300 kitchen sets, 3,100 tarpaulins, 7,400 mosquito nets, 6,800 blankets and 500 gas cylinders were delivered.
The statement said that mobile medical units were operational, with two mobile hospitals dispatched to Buner. It added that emergency control rooms were established while dewatering pumps were being used to clear waterlogged areas.
The meeting was told that Rescue 1122 successfully evacuated more than 5,000 people and emergency relief camps were set up in severely affected districts. It was informed that compensation for fatalities and injuries was being disbursed in the first phase while surveys were under way to assess losses to property, livestock, and business.
The chief minister said that all compensation payments should be completed swiftlyand surveys should be finalised with accurate data collection. He emphasised replacing food handouts with cash support so that victims could meet their urgent needs. He said that payments would be made through a transparent and Nadra-verified mechanism.
Meanwhile, the provincial government on Monday launched a special mobile application-based digital payment system to ensure transparent and timely compensation to flood victims. The digital payment system called `Digital Disaster Compensation Management` was launched by Chief Minister Ali Amin Khan Gandapur, said a statement.
It said that the application was developed by KP Information Technology Board and was integrated with the government`s central service delivery platform `Dastak`.
Flood-affected families will receivecompensation for damaged properties directly and online through this system.
Affected people will also be able to upload details of their property losses and submit claims through the App.
`The system uses a fully automated and transparent mechanism, including geo-tagging, to prevent false claims,` said the statement. It added that verification of damage and compensation disbursement would also be automated, making the process completely paperless and cashless.
Mr Gandapur said that the App would not only ensure swift payment to victims but would also guarantee transparency in the entire process.
Also, he directed the deputy commissioner of Swabi to supervise rescue activities following cloudburst in the district. He said that rescue teams from adjacent districts should also reach Swabi.
Meanwhile, Mr Gandapur announced to donate his one-month salary to support victims of floods across the province. He said that members of provincial cabinet would also contribute their 15-day salary while members of provincial assembly would donate their seven-day salary to affected people.
Similarly, government employees from BPS-17 and above will give their two-day salary and those from BPS-1 to 16 will contribute their one-day salary to relief efforts.
`To ensure transparency, the chief minister said that a special account should be established in PDMA with a clear and accountable mechanism for disbursing the funds,` said a statement.
He said that every rupee would be properly accounted for and details would be shared with people. `The flood-affected people deserve our utmost attention and support. In this difficult time, all of us must come forward generously to help them,` he said.
