Ex-PDA director arrested for illegal allotment of plot

PESHAWAR: The National Accountability Bureau, Khyber Pakhtunkhwa, on Thursday arrested a former director of Peshawar Development Authority (PDA), presently working as director Capital Development Authority (CDA), Islamabad, and a private person charging them of illegal allotment of an expensive plot on lease at the posh Hayatabad Township.

The NAB claimed that the ex-director estate management at PDA, Ijaz Afzal Khan, was instrumental in giving away the precious five-kanal plot to a private person, Raz Mohammad, in violation of the rules and formalities on a nominal price for 33 years with the provision of extension.

In a press release issued here, the NAB claimed that during the course of inquiry against PDA officials and others in allotment of a plot to Iqra University, it was noted that the five-kanal land had been allotted to one Raz Mohammad through non-transparent bidding process. It was also revealed that accused Ijaz Afzal being member/secretary of the committee to evaluate technical and financial proposals of bidders, criminally violated the rules and facilitated illegal award of the contract.

The suspect being member of the committee was responsible for scrutinising bid documents and failed to process transparently.

It was stated that Raz Mohammad had fictitiously acquired the bid in connivance with the PDA officials.

He prepared call deposits for himself and that of other two bidders from same bank account on the same day, which manifested the manipulation of bidding process.
