KARACHI: Khwaja Shahabuddin, Minister of the Interior, welcoming the representatives to the All-Pakistan Census Conference in Karachi on Monday [June 19] observed that the first census of Pakistan, which will be held in Feb 1951, was expected to give the demographic picture of the new state which would be of great help in its future planning.

Stressing the need for close co-operation between the public and the census operators, Khwaja Shahabuddin stated that the Central and Provincial Governmental machineries have been set up, dividing Pakistan into five provinces East Pakistan, the Punjab with Bhawalpur, NWFP with all states and Tribal areas, Baluchistan with attached states and Sind with Khairpur and Karachi Administration.

He pointed out that each census province will be sub-divided into districts, charges, circles and blocks... . Each block will be the responsibility of the Enumerator. Several blocks comprise a circle, several circles a charge and several charges a district with supervising agencies, official and non-official. There will be a whole time District Census Officer... .
