Probe ordered into cancellation of engineering student`s admission

By Saleem Mubarak 2016-10-20
FAISALABAD: The industries and production federal secretary has ordered a probe into the issue that why NFC Institute of Engineering and Fertilizer Research cancelled admission of a female student of BSc electrical engineering 7th semester more than two years after allowing the same.

Lahore NFC General Manager (finance) Farooq Ahmed will conduct the inquiry on the direction of federal secretary Khezar Hayyat Gondal. The probe was ordered in response to an application sent to the secretary by the affected student.

She said in her application that she had obtained admission to the institute in 2013 on the basis of her aggregate of 49.57percent, but two years later it was cancelled citing her aggregate was below 50pc.

She said at the time of verification of her documents, the NFC admission officer had raise an objection with regard to the aggregate, but after her parents presented a UET letter (Acad-VI/Misc/03/155 date Oct 13, 2003) indicating that 59.5pc or more would be considered as 60pc her admission was allowed, and she studied at the institute till sixth semester.

She said her admission had been cancelled without any reason and it amounted to misuse of the authority.

Ms Fayyaz had also moved the Lahore High Court over the issue which allowed her readmission to the institute, provisionally.

However, the institute head, Dr Shahid Raza, instead of implementing the courtorder, sought the opinion of the University of Engineering and Technology (UET), Lahore, registraron theissue.

On Oct 7 last, LHC Judge Justice Mazhar Ali Akbar Naqvi, in response to a petition submitted by Ms Fayyaz, allowed her to continue her study subject to final approval by the Syndicate. On Oct 10 last (three days after the court direction), the institute Director, Dr Raza sent a letter titled `Petition of Mahnoor Fayyaz` to the UET registrar `to seek his guidance` on the court order.

The UET has also cancelled registration of Ms Fayyaz who is now a student of seventh semester.

For ignoring the court order, Ms Fayaz`s counsel sent a legal notice to the administration saying she was allowed admission to the institute on a seat reserved for KhyberPakhtunkhaw so the aggregate criterion did not apply to her. The notice reads that the LHC order has been produced before Dr Raza, who instead of implementing it caused willful delay under the garb of seeking guidance from the UET registrar.

It said as there was no need to seek UET registrar`s guidance after LHC`s clear cut order, `hence your act amounts to derogate the power of the LHC as well as disobeys, violates and obstructs the process of the court which amounts to contempt of court.

Examination for 7th semester will be held on Oct 24.

An official of the institute, requesting anonymity, said the girl had been allowed to resume her academic activities and a notification had also been issued in this regard.

Dawn failed to get Dr Raza`s comments on the issue despite repeated attempts.
