Delimitation in Rawalpindi City govt accused of keeping opposition parties in the dark

RAWALPINDI, Oct 20: Local representatives of opposition political parties have criticised the city district government for keeping them in the dark about its delimitation plan for the upcoming local government elections.
The political parties also complained that the officials concerned were not ready to accommodate their objections.
`In order to delay the elections, the PML-Nled Punjab government apparently wants the opposition political parties to challenge the delimitation process in the court as it knows well that the citizens have become fed up with its wrong policies,` they said.
According to the plan, the district administration had to finalise the lists of union councils on October 10.
Objections to the delimitation process were to be submitted to the assistant commissioner offices till October 17 while hearing of the objections would end on October 22.
However, local leaders of the Pakistan Tehreek-i-Insaf (PTI), the Pakistan People`s Party (PPP) and Jamaat-i-Islami (JI) said the administration did not make the lists public.
`It fixed the dates for receiving the objections during Eid holidays which was not possible because people were busy in celebrating the religious festival,` said Amir Fida Paracha, the PPP city president, while talking to Dawn.
Mr Paracha added that he had sent his representatives to get the copies of the lists but the administration did not provided it to them.
However, he managed to get the copies through other sources.
The PPP leader said they had no other option but to move the courts for getting their objections heard. `The attitude of the government is strange and it is not entertaining the objections,` he said.
PTI district president and MPA Arif Abbasi said he visited the office of the assistant commissioner on Saturday to get the copies of objections filed by other citizens but was denied.
`We wanted to see the objections of other people so that our counsel can raise additional points on the delimitation process. I submitted an application to the assistant commissioner to get the lists. If they did not provide the documents, the issue will be raised on the floor of the Punjab Assembly as well in the streets,` he said.Mr Abbasi added: `The administration is being run by the chief minister`s son Hamza Shahbaz. The immaturity of the Punjab government is visible. Despite all the odds, however, we will participate in the whole process and will not give any excuse tothe PML-N to postpone the local government elections.
Mr Abbasi added that the PML-N leaders had made objections on the delimitation of union council 9, 17, 18, 19, 20, 23, 24, 25, 38, 39 and 45.
Apparently, the PML-N wanted to create new union councils during the hearing of the objections on delimitation and the local administration is helping them by hiding the objections from other parties.
He said the CDGR made changes to the census block of PP-14, PP-12 and PP-11 just to facilitate the leaders of the PML-N. `Union councils of Dhoke Khabba and Dhoke Ellahi Buksh were also changed,` he said.
He lashed out at the CDGR for helping the expected candidates of the PML-N.
`It entertains the public welfare work requests of the former naib UC nazims belonging to the PML-N. On the other hand, sitting MNAs and MPAs of the opposition parties are forced to run from pillar to post to help the citizens in their constituencies,` he said.
Jamaat-i-Islami (JI) spokesman Malik Azam said the opposition parties were ignored during the delimitation process and the PML-N leaders were given a free hand to make changes in the rural and urban areas.
`The lists prepared by the city government have not been made public. The political parties have been kept in the dark. We plan to go to courts to get our right to make changes,` he said and added that the government wanted to gain time to delay the local government elections.
When contacted, PML-N city president Sardar Naseem said the opposition parties had failed to make any objections on time.
`If they have any problem, they can move the courts.
He said the government faced problems to complete the process in a short span of time but it did it in the best possible way.
`In a month, the process of delimitation was completed. The Punjab government did not make big changes in the union councils but altered some areas where the population had increased.` He said 20,000 voters were the requirement for an urban union council and 10,000 for a rural union council,` he said.
`Instead of criticising the Punjab government, t he PTI should focus on Khyber Pakhtunkhwa where the security situation has deteriorated,` he said.
District Coordination Officer (DCO) Sajid Zafar was not available for comments.
