When the Quaid-e-Azam told the members of the Constituent Assembly that `the religion or the caste or the creed to which you belong has nothing to do with the business of the State` and when he declared that in course of time `Hindus would cease to be Hindus and Muslims would cease to be Muslims, not in the religious sense but in the practical sense`, he did no more than repeat ... what has been the aim of the Muslim League all along. Those who pretend to see in these words a change of ideology or policy make assumptions which are just not true. ...

Times without number it has been authoritatively denied by the leaders of the League that their aim was to convert Pakistan, when achieved, into an Islamic State in the purely religious sense... . What [he] means is that a Hindu or any other person not professing the Muslim faith will not be debarred from participating in the administration of Pakistan, nor will he be discriminated against by its law, nor will he suffer economically merely because he is a non-Muslim.
