PA passes Rs505 billion budget

PESHAWAR: The Khyber Pakhtunkhwa Assembly on Wednesday passed the Rs505 billion worth of budget for the next fiscal year after lawmakers approved 59 demands for grants.
The house also passed finance bill, 2016 to levy, continue and revise certain taxes and duties in the province after a member of opposition withdrew his amendments. It took almost 30 minutes to pass the whole budget document without holding debate on the cut motions.
Speaker Asad Qaisar, who was in the chair, asked the opposition and treasury MPAs to withdrawcut motions saying if that didn`t happen, he would use his powers to block debate on the cut motions.
Most MPAs, especially five disgruntled lawmakers of PTI, were absent from the session.
Chief Minister Pervez Khattak said he would take action against absentees.
Speaking on a demand for grant for the revenue department, minister AliAminGandapurinformed the house that the land settlement records in all 24 districts would be computerised by the end of 2017.
He said the computerisation of land records in Mardan district had been completed, while the exercise was being carried out in other areas.
Speaking on a point of order,Chief Minister Pervez Khattak opposed the extension of the Customs Act to Malakand division.
He said the provincial apex committee had asked the federal government to regulate non-custom paid vehicles in Malakand but instead, the centre extended the said law to the area.
The CM said if the opposition began a protest movement against the extension of the customs law to Malakand, he would join it.
Earlier, Speaker Asad Qaisar while taking notice of the scuffle among PTI members during the proceedings warned he would use his `extreme powers` to prevent such incidents in future.
He said no member would beallowed to disturb the decorum of the house.
`I will exercise powers to use the sergeant at arms to expel such member from the sitting or ban his entry until the end of the session, he said.
Chief Minister Pervez Khattak also condemned the scuffle and use of derogatory words by lawmakers during the proceedings and apologised for it.
He said most of his colleagues were new, so they weren`t familiar with the house`s business.
The CM said the issue was discussed in the PTI parliamentary party meeting and that such rowdy behaviour would not be tolerated in the assembly in future.
He directed his party`s MPAs tobear criticism of the opposition benches.
On Tuesday, PTI MPA Babar Saleem had clashed with two ministers in the assembly that resulted in commotion.
The ministers and other lawmakers later began efforts for reconciliation between the two sides.
Opposition leader Maulana Lutfur Rehman, ANP parliamentary leader Sardar Hussain Babak and PPP lawmaker Saleem Khan said the Wednesday incident was against tradition and norms of the house.
They said it had never happened that members of the ruling party scuffled with each other.
The sitting was later adjourned until Thursday.
