LAKE SUCCESS: Both the Indian and the Pakistan Delegations tonight [Jan 24] agreed to draft plans for the holding of a plebiscite in Kashmir. The plans will be discussed at a round table conference with the President of the Security Council.

First, object of the investigation to be carried out by the commission; Secondly, measures to end hostile acts in Jammu and Kashmir. Thirdly, organisation of the plebiscite; and fourthly, conditions in which the plebiscite can be organised under the authority of the Security Council.
