Irregularities persist after mayor reshuffles posts in CDA

ISLAMABAD: There are still many irregularities regarding postings in the Capital Development Authority (CDA), though Mayor Sheikh Ansar Aziz started off his chairmanship of the civic authority by reshuffling important positions and many key posts are being looked af ter by ad hoc officers.
Important posts in the CDA which are being looked after by junior officers include those of director generals, which come right under the chairman in the civic authority`s hierarchy and, according to sources, the practice has had a negative impact on the CDA`s performance.
The post of member finance is occupied by Dr Fahad Haroon Aziz and Mohammad Sulaiman Khan Warraich is the incumbent member administration, both grade 19 officers when the posts are grade 20.
The federal government appointed Dr Aziz as member finance according to section 10 which is an appointment rule allowing for someone to be appointed to a post which is a grade above theirs. However, the mayor used his own `powers` to appoint Mr Warraich as member administration, which has been criticised by many CDA officials.
Similarly, a grade 19 Lok Virsa of ficer who is serving in the CDA on deputation is looking after three key positions. He is looking af ter a grade 20 position of director general administration, serves as secretary CDA board and director staff to chairman.
Meanwhile, the office of member planning is being run by grade 20 officer Asad Mehboob Kayani, who is also the chief metropolitan officer.
Many deputy directors in the Planning Wing hold charge as directors on look after charge, though their promotions are long overdue and many officers hold dual charges in the engineering and estate wings. The positions of member environment and member state are vacant.
`It is true that corruption has decreased after the mayor was appointed chairman, but the Land Directorate, where most of the corruption was happening, is closed. If he does not appoint the right man at the right place, the mayor cannot improve the CDA` a senior CDA officer said.
Soon after his appointment as CDA chairman, the mayor had reshuffled major posts in the civic agency, closed the land directorate on Sept 20 and ordered an inquiry into complaints against dubious allotments.
The closure of the directorate has created problems for citizens who want to claim or transfer their properties, According to sources, the directorate will be opened in a few days as the inquiry team has collected the data it needed.
When asked about officers holding more than one charge, the mayor said: `There is no burden of work in the CDA and one officer can easily look after two positions,` he said, adding that his focus has not been divided after being appointed CDA chairman, that it only makes him able to better serve the city.
