LAHORE: The Provincial Assembly today [Oct 26] failed to complete the second reading of the Land Revenue Bill after a dispute arose on the question whether Lambardars should be appointed or not for collection of land revenue in the former Sind province.
According to tentative schedule announced by the Speaker last week, the Assembly was to conclude its second reading of the Bill positively by this afternoon.
From Monday Oct 30, when it was to meet af ter a three-day recess, the House was to take up the Bill`s third reading. But though an extra session was held last night and all main clauses were passed in that session, the Bill is still far from reaching the stage of approval.
When it began consideration of the Bill this morning, an MPA from former Sind Haji Rais Darya Khan Jalbani requested the House to include an additional clause (192-B) in the Assembly suggesting that no L ambardar should be appointed in any area or part of the province for collecting land revenue which has remained without them so f ar.
Introduction of this clause brought a sharp reaction between various groups of the ruling and the opposition parties.
While the clause found almost unequivocal support from the MPAs from former Sind, those from former Punjab thought the machinery for the collection of land revenue should be the same all over the province.
