I RECENTLY went to a post of fice to send a packet to a friend in India by registered book post.

I was asked to submit a copy of my CNIC and thattoo attested by a gazetted ofhcer of grade-17.

I could not send the packet and am now trying to find a gazetted officer of grade-17.

I know I will not find any.

Will anybody let me know the rationale behind attestation of CNIC and why this unnecessary trouble? No such things happen anywhere in the world.
