SHIGAR (Baltistan): Northern Areas consisting of Gilgit and Baltistan could not be made a Province of Pakistan for the time being because of Kashmir dispute with India, said Prime Minister Zulfikar Ali Bhutto while addressing a large public meeting at Shigar.
