The public servants are being pushed to the wall by their bosses who usually succumb to pressure from their own bosses.
Unfortunately, politicians cherry-pick their favourite officers, who are mostly incompetent but pliant, for important postings without giving any regard to the possible outcome. This results in rising corruption and increasing suffering for the masses.
